PLANNING SUBMITTAL PROCESS Step 1 Submit your online building permit application here . A limited number of in-person plan checks are available by appointment only. Schedule an appointment for an in-person plan check here. Note: All submitted documents must be in PDF format. Plans sets must be a minimum 11"x17" size. Step 2 Staff will review your submittal. The planner assigned to your application will email you with any comments, clarifications, or questions. Step 3 If your application is deemed incomplete, the applicant must addresses all plan check comments. (If your application is deemed complete, skip to Step 4). Step 4 Once it is confirmed your application complies with the Orinda Municipal Code, the assigned planner will digitally stamp and sign your project plans. You will also receive an emailed invoice with payment instructions. Stamped plans will not be provided until payment is received. Step 5 Applicant pays plan check fees. Payment is accepted by check (mailed or dropped-off) or credit card (online payment). Step 6 Once payment is received, the signed documents will be emailed to you and you may proceed with submittal to all other applicable agencies listed below. Planning approval is not a building permit. Only the County Building Department issues building permits. Each agency has their own application process and fees.

Planning & Building The Mission of the Planning and Building Department is to deliver professional and responsive services to enhance the quality of life in our community. The Planning and Building Department provides community planning development review and inspection services for residents of Mill Valley and the development community, and facilitates the permitting process in a manner that is consistent with City, State and federal standards. Counter Hours The Planning and Building Department are processing applications online to provide faster and more convenient access to the planning and permitting process. However, we also under stand that sometimes a trip to City Hall to answer questions is easier than a phone call or e-mail so we are hosting counter hours for inquiries. Hours: Tuesdays and Thursdays 9:00am -11:00 am Mask Requirements: Face coverings are strongly recommended. To get in line: We are using a “Qless” system which is an automated queuing system to reduce wait times for Planning and Building Department customers. This new system allows customers to get in line for one of our counters without having to come and then provides up dates via text messaging and on-screen monitoring in the City Hall lobby. Please note, this is not an appointment scheduling system, it is only designed to que our customers when the counter is open.
Building Division: The Building Division counter is open Mondays through Thursdays, 9:00 am to 2:00 pm, for over-the-counter permits, plan submittals and resubmittals. To ensure a smooth plan submittal/resubmittal process, please coordinate with the Building Division staff. Submittals can be accepted at the counter, through our drop-box, or by mail. Inspection Requests – The Building Department is currently capping the number of inspections per business day. We are currently unable to narrow down inspection windows, please reference the handout below. The One-Stop Permit Center at City Hall offers streamlined review of development projects and building plans. Services are provided by Building, Fire, Planning and Public Works Engineering. Online Services All services are online through the E-OneStop Online Services permitting system. Olive Ave. Access is on the north entrance of the building (see photo). The Permit Center is on the 2nd floor. The area around City Hall is still an active construction site. Parking Garage Parking: One- and two-hour parking spots are available for visitors in the underground parking garage. The garage entrance is on Olive Avenue, to the east of the intersection at All America Way. Parking Lots: The lots near the Library and south of the old City Hall on All America Way are available. Due to construction you will need to walk around the old City Hall buildings on either All America Way or Mathilda Avenue. Important Notices NEW CONSTRUCTION CODES EFFECTIVE JAN. 1, 2023 Effective Jan. 1, 2023, we will adopt the 2022 California construction codes. Any projects submitted after Dec. 31, 2022 fall under the new 2022 codes. Only complete packages will be accepted before Dec. 31. A complete submittal includes: Full set of plans (architectural, structural, mechanical, plumbing, electrical) Structural calculations Geotechnical report (if applicable) Energy compliance documents Your project must also have Planning approval before we accept your application. RESPONSIBLE CONSTRUCTION ORDINANCE EFFECTIVE JULY 1, 2022 The City is committed to protecting construction employees against wage theft. We hold construction companies accountable for wage theft. Construction employees with wage theft judgments can seek help from the City. Read our Responsible Construction Ordinance for details. The ordinance went into effect July 1, 2022. It applies to Responsible Construction projects. These projects: Are larger than 15,000 square feet AND Have a project valuation of $100,000 or more. Subcontractors on these projects must also comply if their contract valuation exceeds: $100,000 OR 1% of the Responsible Project construction valuation. Contractors or Owners If your project is subject to the ordinance, you will do the following: You must sign an Acknowledgement of Responsibility before we issue your construction permit. You will provide a *Pay Transparency Certification and Compliance form. You will post - in a conspicuous location - all three of the following notices: Construction Worker's Right to Know - English Construction Worker's Right to Know - Spanish Construction Worker's Right to Know - Chinese, Simplified *You must submit your forms before we issue the project's certificate of occupancy.
