Building Division: The Building Division counter is open Mondays through Thursdays, 9:00 am to 2:00 pm, for over-the-counter permits, plan submittals and resubmittals. To ensure a smooth plan submittal/resubmittal process, please coordinate with the Building Division staff. Submittals can be accepted at the counter, through our drop-box, or by mail. The City's Permit Center is a one-stop shop for accepting, reviewing, and approving permit applications and construction documents for all types of projects. Planning, Building, and Engineering staff members are available to answer questions and assist visitors.   Location and Hours The Permit Center is located within the Development Services Center at 39550 Liberty St. in Fremont. The Center is open on Mondays and Wednesdays from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.). On Tuesdays, Thursdays, and Fridays, the Center is closed. On City observed holidays, the Center is also closed. To view holidays, visit the City Calendar and select the Holidays category. Visitors and staff are encouraged to wear a face mask but not required. Online Permit Portal Citizen Access is the City's online portal for submitting new permit requests for Planning Permits, Building/Fire Permits, Solar Permits, and Engineering Permits. This includes Building Permits for basic home upgrade projects like water heater replacements, roof replacements, and minor kitchen/bathroom remodels. Citizen Access can also be used to pay permit fees, look up permitting information on a specific property, check on the status of a permit, and request a building inspection. Plan Check Timelines It takes about two to three weeks to process a building permit that requires plan review submittals.
