Location
Permit Center access during Civic Center Construction
We are located in Sunnyvale’s new City Hall at 456 W. Olive Ave. Access is on the north entrance of the building (see photo). The Permit Center is on the 2nd floor.
The area around City Hall is still an active construction site. Please use caution when visiting. Contractors are still finalizing some areas of the City Hall building. For project and construction details, visit Civic Center Modernization.
Parking
Garage Parking: One- and two-hour parking spots are available for visitors in the underground parking garage. The garage entrance is on Olive Avenue, to the east of the intersection at All America Way.
Parking Lots: The lots near the Library and south of the old City Hall on All America Way are available. Due to construction you will need to walk around the old City Hall buildings on either All America Way or Mathilda Avenue.
Important Notices
NEW CONSTRUCTION CODES EFFECTIVE JAN. 1, 2023
Effective Jan. 1, 2023, we will adopt the 2022 California construction codes.
Any projects submitted after Dec. 31, 2022 fall under the new 2022 codes. Only complete packages will be accepted before Dec. 31.
A complete submittal includes:
Full set of plans (architectural, structural, mechanical, plumbing, electrical)
Structural calculations
Geotechnical report (if applicable)
Energy compliance documents
Your project must also have Planning approval before we accept your application.
RESPONSIBLE CONSTRUCTION ORDINANCE EFFECTIVE JULY 1, 2022
The City is committed to protecting construction employees against wage theft. We hold construction companies accountable for wage theft. Construction employees with wage theft judgments can seek help from the City.

The ordinance went into effect July 1, 2022. It applies to Responsible Construction projects. These projects:
Are larger than 15,000 square feet AND
Have a project valuation of $100,000 or more.
Subcontractors on these projects must also comply if their contract valuation exceeds:
$100,000 OR
1% of the Responsible Project construction valuation.
Contractors or Owners
If your project is subject to the ordinance, you will do the following:
You must sign an Acknowledgement of Responsibility before we issue your construction permit.
You will provide a *Pay Transparency Certification and Compliance form.
You will post – in a conspicuous location – all three of the following notices:
Construction Worker’s Right to Know – English
Construction Worker’s Right to Know – Spanish
Construction Worker’s Right to Know – Chinese, Simplified
*You must submit your forms before we issue the project’s certificate of occupancy. We will withhold the certificate of occupancy for any unpaid judgments.

Been a while since I visited this Building Department. They have moved to a new building, a big office, on the 2nd floor, a really cool looking building. I am impressed but not so much with the building as I am with the staff. These folks gave me the blues for a few days with changes to submissions and required signatures, but they were right on every concern. OI went in with drawings that were screwed up and could not even explain what needed explanation. My fault! When I returned with the applicable corrections they processed my permit promptly ,but then snagged me for signatures on my Title-24 submission requiring the Contractor signature. I did as they asked but disagree with the need for Contractor signature. I stand for the inspections for this company, making me the responsible person for compliance, and my signature should have been the required signature. We will seek clarification at the final inspection and this issue did not delay my receipt oƒ the permit at all.
I cannot speak highly enough of the staff at this Building Department. From reception to Engineering, everybody did their job and did it well. Thank You Sunnyvale!
